This could potentially be a working lock I suppose, but it's been this way for many months, making access to my favorite one story rooftop rather easy at this stage. (disregard the freeclimb over a shitty gutter later)

It's funny how shiny/new the lock is and rusty/nonfunctional the gate is - I wonder if it was functional when the lock was installed?

Yes, looks like somebody legit had to cut a lock to get in, and didnt have another lock to replace it with, so ziptie. I see this often in telcom.
