I think the people who put up these security measures are really kind people that are doing their best to make us smile and laugh. I don't know about you guys, but it always makes my day brighter to find chains without locks and funny security signs and the like

Our national gas company finds a lot of boulders when they construct new gas lines. They sell/give them to municipalities who use them to long-term "temporarily" block off roads for vehicular access. It tends to work quite well.
