A lot of times, owners will have one lock on a place, connected to another lock which the FD has the key for, and the PD will have a third lock, all to allow their entry to a location in a time of need. I don't know about this location, but that's probably why there are all the different locks. Still, fun to see!

You're thinking of a Knox Box.
There is one key that opens every box in town. The Knox Box key is kept in the Engine/Patrol Car in a special box that can only be opened via a radio signal sent from dispatch, and that is only after getting approval from the chief. They are the most closely guarded piece of equipment in a fire station, cause once you have the key you can get anywhere. ;)

No. that is not probably the reason.
The reason is because they had a short piece of chain, maybe because it had been cut at one point, and they had some old locks, which they probably didn't even have keys for, and they hooked them together to complete the link.
Note how my explanation elegantly explains the fact that one of the locks is only connected to another lock. Occam says "suck it."

Well, when the tones go off it sounds like a telephone dialing so I'm sure it wouldn't be hard to replicate. The only foreseeable problem is the fact that there if a flashing light on the box and a signal is transmitted back to dispatch that says its open. However, if there's a will there's a way.

Not only are all these multiple locks useless because they are attached to each other, but twenty feet away there is a hole in the fence big enough to drive a car through. Another fifty feet or so from that hole is another hole the same size. There wasn't much to see in here anyway.

We use this method on construction sites all the time.. One lock for our company, one for each subcontractor, law authority, ect.

Unless you plan on robbing a building and making off with something worth more than spending several years UE'ing an active federal prison cell ... it wouldn't be worth it to even risk getting caught trying to get access to a Knock Box Master Key.
At least not in today's society. Go through a complete economic meltdown or two; or maybe a Zombie Apocalypse; then risking getting caught attempting to get a Master Key might start to sound like a better idea.

I'm pretty sure it's safe to say that most Knox Box systems don't have the optional security provisions of the Knox Box key only being accessible to the emergency responders after the chief gives consent.
If you're going to trust the public safety responders once they're inside a location, you're going to trust them to access the location in the first-place.

it's not easy at all, its a curved key, it would not be able to be picked...
but yeah i use it, but for my job not UE things.

As that's set up opening any one of those padlocks would let you slide back the pipe and open the gate, it's similar to the multiple padlocks on the chain above.
