1938 to 1940 Ford. They changed the grille design after that, and the hood didn't have the little overhang onto the grille prior to 1938.

looks like someone had started to do it and just gave up... those are not 40's era seats up front and that steering wheel strikes me as 1970-80's GM.

Yeah it's definitely someone's hot rod project from the late 80's/early 90's. Just look at that color. And the wheels don't exactly look stock.
