I dunno if SCSO really has any jurisdiction there (yet) so if they did cite you, you might want to look into that.

Ok so I returned a few months ago when the gate was missing and unfortunately I will never visit again. Yes I got caught. On approach to the buildings we saw other people driving around on the property but didn't get too close. I did some shoots by the garage then went toward the main complex.

I was doing a few shots with a model when a white federal badged chevy tahoe approached me. I was pretty frickin scared. He gets out and asks me all these questions and checks my vehicle insurance and registration along with our IDs. He said if we ever return we will be arrested. I told him I was a photographer (I had a model in a huge dress with me) but he didn't care.

A red SUV drives by and he signals them to stop and proceeds to get there names. A few minutes later he puts them in cuffs and told us to leave. I wish I could go back but its not worth it at this point. Anyone know how to get permission and maybe an escort?

I haven't been into Skaggs since I was caught in spring of 2006. I used to spend almost every day ditching school and exploring with my friends there.

If anyone wants to get a big group together so that way there's no way the feds can bust us, lemme know. I know quite a few people who would be interested in going.


I love the video of the helicopter. Way more epic than how I got caught..... Everyone was over the gate but the girl we were with, so there was no way we could escape. Laaame.

Man, what the fuck are they guarding there? I used to go to Skaggs everyday my senior year of high school.. I'd say, fuck school, and just go sit atop a random building, take pictures, and just relax.

The design is known as a Circularly Disposed Antenna Array (CDAA), or more commonly known as a Wullenweber, after the German scientist that invested the design.

While some Wullenwebers date back to the WW-II era, most of the ones operated by the US Army, Navy & Air Force date back to the early 1960s & were in-use up until new technology rendered them somewhat obsolete in the 1990s.


The AN/FRD-10 CDAA system at Naval Security Group Activity Skaggs Island was used for two separate functions:

1. Communications intelligence & radio-direction finding related to US Navy concerns (monitoring & identifying to locations of foreign Navy ships/subs/aircraft).

2. General Service ("GENSER") HF receive station for US/NATO Navy HF radio traffic, in conjunction with the US Navy HF transmitter sites at Mare Island & Dixon, California.

That one building at Skaggs was really the core facility for the entire reason that the Skaggs Island facility existed.


Some CDAAs were just used for GENSER, and didn't have any radio direction finding capability. But a physical 'signature' of those used for RDF was that they'd have at least a small structure in the center of the CDAA that's contain the goniometer, which was a critical piece of equipment used to determine the direction of the transmitter being monitored. It was common for most of the Navy intelligence-related CDAA sites to house their main technical control & operations compartments inside the CDAA too, hence the fairly large building with parking spaces, etc. Because they were used for intelligence purposes, security was very tight, and the center structure had good physical security incorporated into the design. Most being built in the 1960s meant that they were designed to have 1950s-era radio receivers, etc. stuffed into them, so as technology improved, a lot of the equipment became smaller, which would free up space for more equipment, or more rooms to be used as offices, classrooms, etc.

It's out of service, but the Navy used the compound as an equipment storage area related to the Naval Surface Warfare Group Basic Underwater Demolition/SEAL training that often takes place on the part of Silver Strand State Beach that's directly in front of the old NAVSECGRUACT Imperial Beach facility. NSGA Imperial Beach did the usual SIGINT mission, as well as operated as a GENSER receive sit for the large Navy VLF/HF transmit site that was in the Chollas Heights section of San Diego.

What to do with the former Skaggs Island Naval Station property, decommissioned more than a decade ago, has been a long-standing question. Speculation has ranged in the past from creating an affordable-housing development to turning it into a wildlife sanctuary.

The answer is a lot closer to the latter, following the recent signing of an agreement between the U.S. Navy and the U.S. Fish and Wildlife Service leading to transferring the land to the vast San Pablo Bay National Wildlife Refuge.

The refuge lies along the north shore of the Bay in three counties: Sonoma, Napa and Solano. It was created in 1974 to protect migratory and wintering birds, wetland habitat and endangered, threatened and sensitive species. The area supports the largest wintering population of canvasback ducks on the West Coast, and protects the endangered salt marsh harvest mouse and the California Clapper rail. It is also home to the California black rail, San Pablo song sparrow and Suisun shrew.

For many years the Napa-Sonoma marshes in San Pablo Bay have seen huge impacts from human activities including hydraulic mining, salt production, water diversions and dike building as well as draining and filling for agricultural and industrial uses.

It's been reported that approximately 85 percent of the historic tidal marshes of the Bay have been negatively altered, affecting the ability of the remaining tidal marshes to accept winter rainfall and purify water in the bay.

The announcement of the agreement to return the 3,300-acre Skaggs Island back to its natural habitat, according to Rep. Lynn Woolsey, D-Petaluma, who was instrumental in negotiations, is "... fantastic news."

In a press release issued recently, Woolsey said," The transformation of this site will provide habitat for over 20 state and federal threatened and endangered species, making it the crown jewel of North Bay wetlands restoration efforts."

Woolsey added that negotiations have been underway among various state and federal entities for a long time which took a tremendous amount of hard work, support and dedication. Those agencies who supported the plan include the Bay Conservation and Development Commission, the California Department of Transportation, San Francisco Bay Joint Venture, Save San Francisco Bay, California Coastal Conservancy, seven Bay Area members of Congress and the counties of Sonoma, Marin, Napa and Solano.

Christy Smith, manager of San Pablo Bay National Wildlife Refuge, said Skaggs Island has been closed since 1993, and the day she started work at the refuge, nearly seven years ago, the plan was then undergoing negotiations with numerous agencies. "This is the most progress we've ever made. We have final details to work out with the Navy in removing the 60-acre housing area (at Skaggs). And they are looking at putting in a request for a demolition proposal in mid July. We hope to get it going in September."

Under the signed memorandum of understanding, the Navy will accept $8 million in existing state funds to finance removal of more than 100 structures on Skaggs Island along with extensive cleanup of unknown levels of soil contaminants.

Once the process is completed, the Navy will have 60 days to transfer the property to Fish and Wildlife which will then include it in the existing San Pablo Bay National Wildlife Refuge. Smith said the projected opening of the new addition to the refuge is the early part of 2010 if things go as planned.

In addition to the refuge expansion, SPBNWR has been working with three counties' Audubon societies - Madrone in Sonoma Valley, Napa/Solano and Marin - to combine bird experts' experience and knowledge to compile an official bird list as a reference for those interested in birding, conservation, preservation and eco-tourism.

Tom Rusert, of Sonomabirding.com, said the news of the Skaggs Island-transfer project is major for Sonoma Valley. "In the world of nature, conservation and birding, this would be like an addition of Infineon Raceway for nature. This will be the newest addition to this vast landscape little known to our local population."

I've been lurking on these forums for about a year or two now and heard about Skaggs through this very thread. I love the place and have been there numerous times. That footage of the copter is killer, but I have no idea how everyone else gets caught out there. Must be luck or the time of day, as I go there normally at night. I was prompted to post namely because I finally did get busted while throwing a party out there in the mess hall. I have a decent amount of footage that I've been dying to share but did not want to jeopardize getting caught. I'll post them as soon as I find them.
