Shit-faced, perhaps. Though I'm having a hard time seeing Napoleon or a pirate. I see an American president from Texas. He's got his face all screwed up as though he's trying to pronounce a very easily pronunciable word...something common, like 'nuclear' maybe.
I also checked out the alien message pictures. I receive messages like this all the time, and I generally dismiss them as being crank calls from a superior intelligence who somehow got stuck in a 'joke vortex' where the only joke starts with "Knock knock."
I submitted your numerical message to a numerologist for translation. The messages are actually part of a single message that has been broken up to confuse the receiver. Translated here, the message reads "An urban explorer, a goat and a rabbi walk into an Earth Pub for a few beers. The bartender looks at the urban explorer and says..."

poor cat some people are seriously fucked up, what kind of people do this kind of shit, i mean shit the cat never did anything wrong and have some symapthy, if your going to fuck with the body atleast kill it first, just twist its neck or something, i couldn't handle seeing that, a dead cat okay no problem but a dead cat like that i cant help but feel sympathy and sick.
