I've never been up against a fence with with anti-climb mesh.. but from the picture it seems like maybe it could be done with a couple of good hooks and some really grippy shoes?

But basically weve covered digging in all variations, alternatives to hammers have been suggested (btw do you really want to have to hold something vertical? horizontal would be much easier). Agreed.. Social engineering would definitely be the easiest way to access the site during the day. If you have your heart set on night exploration, I reiterate that g-hook (or straight rope) would help out the climb a lot.

Possibly have one person climb tot he top of the bottom half and have another stand on his shoulders and reach the top, then just human ladder. (daunting and requires training but very possible) If there is a will (or wall) there is a way (over).

Than, what you need to do is, get a 15 foot pole, run from about 7 steps, plant the tip in the hole, jump, swing up with your right knee while keeping your right arm straight, go parallel with the pole, push down on it and rotate your body. Fool proof.
