If a batter gets a base hit on his first at-bat, he's still batting 1.000. True, it's not a large sample, but I'd much rather have a person who posts a small number of mostly good posts, rather than someone whose flood of posts is just on the up side of mediocre. Maybe you could put a 'most sample need' icon until a sufficient number of votes were cast before giving a person a rating.
