I'm pretty sure they were. My neighbor had one (4 door syncro) in the 90's. They are rare for sure, but I'm pretty positive they were sold in the US.

I know we had them in Canada. The T3 Transporter is a surprisingly very nice vehicle to drive.

Canada got them but never in the US, two of my friends within 3 miles of me have t3 syncro Double cabs, They both brought them in from Canada.

(We never got the R32 Golf here. I don't care about the Mk5 but the Mk4 makes me happy.)
