I wonder what this was. I have once seen a similar setup at a pipe test site, they would burniminate a pipe then check what happened. But that doesn't seem to be the case here.

Dopeness is correct, it is a roll out of a rolling mill. At the steel factory near me they roll 14 inch-thick slabs down to sheet gauges using multiple rolling stands containing rolls like this one. Each of the 12 rolling stands is powered with a DC motor between 6,000 and 10,000 horsepower.
