That's not an antique modem! That's like a mini phone switch in a box. These could provide dial tone to a phone line, allow that line to dial by tone/pulse, then interpret what the user dialed, and route the call appropriately. For example, I could set this to interpret dialing "999" to automatically dial "911", or any other replacement. Wish I could remember the name of the company that made these in the USA, but it wasn't Unitel.

finished diggin, its a fax route switch, its job is to direct calls from the distinctive ring service to a particular piece of hardware, be it a phone a fax or a modem. allowing three devices with different numbers to be on one line

Interesting! I've seen that exact same unit used for the exact opposite purpose (controlled dial-out). But since it's probably got programmable logic, I wouldn't be surprised if the manufacturer skinned the same cat twice.
