sadly that looks like asbestos around that pipe, and however did the tagging probably just shortened their life span by spraying paint onto that, activating the asbestos!

If anything the paint helped stabilize the friable fibers to prevent them from becoming airborne. This may be the one time a tagger did something beneficial!

doesnt even matter, they painted the cloth around the asbestos, but if they ripped that cloth off, which somebody did, then, hell, they're goin down
