That's George VI, predecessor to HRM EII. He died of a heart attack in his sleep while his daughter and soon-to-be Queen was in Kenya. Must have been his very last visit to Canada I assume.

1939, after verification. First and last tour of the Dominion of Canada. The 3 lions you see on each side are part of the emblems of the Windsor family.
