those blue things are filters... we have that very same type in the pulp mill i work in.

...post to that... they are called *-th stage tertiary cleaners. The fiber goes through either the primary and secondary screens (hardwood or softwood) and then pass through these filters. The idea behind them is that the heavier density material (ie dirt) will sling to the outside of the filter where it is trapped allowing the fiber to continue on to the next washing stage.
