That's right. Inside the chimney. I was hoping there was some way to climb up but there wasn't. Also - since the inside looked rather clean, and this iron gate set into such a decorative stone archway, I thought this chimney was only decorative to serve as a billboard more than a functional chimney. But another traveller told me there are underground steam tunnels (blow grade) - and come to think of it, the floor of the chimney may have been plywood or something. I will have to go back to check again.

I've heard of these steam tunnels but I've never ever found them. The Brickworks is in the neighbourhood. I really need to give it a thorough search next time.
