Towers are usually built at hospitals to hold water - could be that?

Yes, I knows... but in more modern times with better outside water supplies did they still use the tanks? I know at Craig Dunain they were full of dead pigeons.

Yeah, they still used the tanks. Hospitals demand silly amounts of head pressure...
Also, if a building was designed to have 50tons of water on it constantly.. and you remove this: well, hello cracks in the wall!
Welcome to eventual structural failureville!
At HartWood for instance, the tanks were filled with Concrete at decommissioning time.

Oh, nothing to say a hospital as small as this would retain the tank though... Best guess...
