But then why would the right scale be printed in full as 500 and not 5? Nope, I think it is 16V. Or maybe 16 kV

It's not that bad... only 8 kWatts. That's what that new 18 stone server I installed a fortnight ago eats up around 6-7.
And yes, I checked the full-size photo. No indication of a scale. It's 20 Volts max, 600 Amps max (500A marked 'full load').
The gauges and panel are made in either Birmingham or London.
