What's the book you got this from, and Oakeleys siding looks disconnected.

Oakeleys Siding was used for 'transhipment', so the narrow guage wagons would come down the incline from the quarry into the siding and the slate was then transferred to the standard gauge wagons in the adjoining siding. Same thing happened in Greaves' Siding, on the other side of the main line.
Plans are taken from 'The Conwy Valley Line' by W.G. Rear. ISBN: 1-870119-14-2 A great little book, full of old photos, plans, maps etc.

The ledge was probably just used to gain access for the quarrymen.
Looking at this plan, its amazing to think how busy the whole place would have been just 100 years ago and how quiet it is today.
