|  | | | I doubt it's anything in the "dust", you have to remember that dust blows with the wind, if this dust were to get picked up and carried near people and it could potentially make them sick it wouldn't be sitting on top of the soil

Im not to sure about that, I know a neighborhood in a nearby city that is built bordering a place where raw sewage is dumped directly onto the ground and left to dry out/soak into the soil, these hot summer months bake the ground & little wind could spread the dust all over the neighborhood.
