Why would it be posted at a (supposedly) abandoned location
what do you think they would be disposing of here?
It was infront of this complex i am thinking is abandoned.

"Disposal Area" could be anything. Toxic sludge it doubtful, but there are any number of low level hazardous items you could be subjected to if you were to hop over that fence. Obviously your results may differ, but I'd consider strolling in and checking the place out. Definitely don't put anything you find in your mouth, and I'd certainly try not to inhale any dust that gets stirred up.
If you can find any type of hazard signage on the buildings (the ones with the 4 colors representing flammability, corrosives, etc), that may give you a better idea of what you're dealing with.
