The UE Location Database is located at the Urban Exploration Resource (uer.ca). It allows anyone to create a new Location, upload pictures and stories, and much more.

As many people, including myself have posted before, Level II can post their locations in the UE photography section. Just create a thread, put a brief description of what you explored, and post your pictures in the thread. Posting will get you noticed on the board, and will lead the way towards gaining Level III status.

New members aren't allowed to post to the DB not because we don't trust them to do it, but merely for a technical reason.
Since they can't see the whole DB, they might unknowingly create a location that's already there. This would cause no end of problems.
So, until the member is Level 3, they are not allowed to post to the LDB.
