If its like other forums Ive seen with rotating avatars, its simple png files with a simple script to rotate them on the refresh. There are other ways too. Try starting with a simple google search and take it form there.

Actually it's not, and that wouldn't work. The avatar system only accepts jpg or gif files of a certain size (15kb comes to mind, but I don't remember for sure) and you are required to upload the file to the server (meaning you can't link to some voodoo script on your own server somewhere and do the dynamically generated image song & dance).
It's a mystery I guess.
