For the fora (forums): A lot of people would ask questions "what is he/she talking about" forgetting they are talking about ignored people. I've seen it on other boards. It's up to av, but I suppose he sais no as well.
For IM: you can already block users.
For the chat: That's up to av to decide.
Basically the best "ignore" option is ... to just ignore people.
Remember, this is a website, not a chat channel.

For example, whenever I see a post with no capitalization or punctuation, or lots of leetspeak, I mentally label the poster a retarded crack monkey and skip to a real person. Sometimes I have to override that for moderation purposes, but usually ignoring them and a fair amount of ridicule makes them go away.
Turn off the internet and go play outside.
