You can get scaffolding biners, but unless you're doing a lot of climbing, it's probably not worth it, you can always tie on by throwing a webbing loop over something. I'd tie off to the bridge, not the scaffolding, if you're going to do a rappel, but that's just because I'm always paranoid that the scaffolding is going to tip over.

Pick a sturdy anchor, tie off, rappel down, ascend up.

Tie the end of the rope to your butt so you can't rap off it by accident, OR get a rope that ends 4' above the river, and rap off it on purpose!
