i worked in the paper industry for eleven years, most at the back end which consisted of a pulping mill, recausting plant and powerhouse.

these are not places you should wander around, even closed, in shorts and Chuckies.

What would you say would be the minimum ppe needed to make these feasibly safe?

steel-toe chemical-resistant rubber boots, chemical gloves, pants you don't care about and a hoodie you don't care about. A hardhat is a good idea, but might be overkill, wrap-around, close-fit safety glasses and an H2S cricket.

i did a write-up about the dangers of old industrial places a while back in this forum. Personally, I worked in the paper industry for eleven years and know the dangers of the back-end and powerhouse intimately. Here's why the equipment...

even closed down, some sites can be dangerous, particularly if they were shut down quickly, like they were going out of business... lines might not have been drained, valves not closed properly, other lines not flushed properly... just basically fuck it. On top of that, some of these places were kind of crappy when they were running... So in some places, like chemical plant, you can still have hydrogen sulfide kicking around (H2S)... it kills you instantly in high concentrations. Low concentrations, smells like a bad fart. It happens when an acid and a base mix. We used to have alarms all over the place for this shit and had crickets we had clipped to our shirts... it detects H2S in high enough concentrations and it starts screaming bloody fucking murder so you can leave the area.

give you another example- i worked in a recausticizing plant. So there was all this caustic crust and lime crust all over everything. Put it this way, don't touch anything. This crust is basically crystalized caustic- get it in your eyes, you're blind. End of story. Get it in your lungs? Hello internal chemical burns... the lime crust/dust gets on you and you're sweating, it slakes- kind of feels like a real bad sunburn. And that's just ONE part of a plant.

when you start talking about other manufacturing plants, man, you need to take this shit seriously. A little reading about the process a given place was using before you check someplace out goes a long way to keeping you from getting super hurt.

that might have been more of an answer than you were looking for or not enough... sorry.
