Agreed.
A boring concrete drain, when painted up, can become a fun art gallery, a fascinating record of tags and jokes, or even a memorial space to a passed friend. In these cases, tags/grafiti/art enhance the character of the space.
Drain outfalls, especially the one highlighted in this thread, have so much paint activity on a constant basis that they change and evolve over time, in a way I find very organic and interesting.
Stone or brick drains/tunnels, on the other hand, are already fascinating by themselves, and paint upon them detracts from their character and historical nature.
