I can't stop thinking about the mystery thing. I googled it every way I could imagine to describe it and I reverse googled it by using the picture to search. Nothing.

But I'm starting to think that it is mounted to that cutting board so that it can be hung on a wall and the two are unrelated in function.

Since the city I live in is an old mining and steel city, and the town my grandparents lived in is a tiny old farming community, I have seen lots of WTF objects like this that ended up being part of a larger piece of tech. Steam engine parts taken out of context are confusing.

I'm going to ask my girlfriend's dad tomorrow. He's the smartest dude I know. If he doesn't know, the only person who did was the previous owner and I imagine he's not around to clue us in. So if I find out I'll post again.

Hate to beat you to it but I'm pretty 100% sure that is an old chest exerciser... The wooden back goes against your chest and keeps you from getting pinched and keeps your arms at the proper distance for a good result, you grab each handle with one hand and pull outwards, the leather curls have a stiff piece of iron inside that acts as spring and creates a shitload of tension for a good workout. They are covered in leather for looks and to help keep the metal from eroding or worse, keeping you from getting a chunk of iron flying at you should you snap a spring.

The curved piece of metal with a nail in it acts as a guide, so you don't accidentally twist the contraption as you pull on it, and the nail acts as a bump stop to keep you from over-stretching the springs, and is adjustable for a easer/harder workout.

I saw something VERY similar in a museum once.

That makes some sort of sense. I can see that device being used for something along those lines.
