No, it goes onto a VHF frequency to talk back to the studio, umong other things. 152.8700 in this case.

I guess the speakers are for monitoring the audio input, what type of music does CHFI play?

All of the FM stations have large speakers to monitor their incoming audio quality, as well as received audio and audio along the whole chain. Most stations also have sub carriers which require an audio monitoring point as well.
