Today the whole water level of the St-Lawrence River is controlled by an extensive Dam system all over the Great Lakes. Water has becomed the next gold, it's a rare ressource nowaday.

this section of the lachine canal, post restoration, had its water level lowered for the wellington bridge, the pools of the canal can be at any level between the height of lake st louis and the port, irregardless of the river level.

yeah, but now there's a wall built around the contour of the island so it looks like the water is even lower.
