It could be a dry cleanering or household cloth stuff buisness. I think the sign says something about linen, clothes, and shirts. It could also just be a Russian friendly store; how big is the Russian population in Seoul?

In this area there are enough Russian businesses. Most of them are here as migrant workers or prostitutes so they're generally not looked on favourably. As a white guy, being asked if I'm Russian is usually a veiled insult.
