Seriously though, for the time and for her rank, this is some seriously "riské" cleavage!!!

I love how we're talking about her cleavage, and not the futuristic dome on th side of PBV. It doesn't look like the PBV I know and love (and used to see from the upper floors of nearby buildings).

Could it be Princess Margaret, the Queen's sister?

I believe only one member of the Royal Family can wear the crown in any place and per rank, this would have been the Queen EII. The lady in the background is probably some wife of the governor general of Canada or Lieutenant government... Or another queen such as Queen of Netherlands (Canada has very close ties with the Dutch Royals since we saved their dynasty during WW2 and protected the Princess, which has some of her kids on Canadian soil during the war, well, technically she was in a Canadian hospital, in Ottawa which wasn't part of Canada for a few hours. Anyway, long story). But I doubt any organizer would be stupid enough to entertain to monarchs at the same time (that would be nuts!).

but the look is so "why is her crown bigger than mine"

To me it looks more like she is thinking, "we came here to look at THAT stupid plan, and here I am already swept out of the story because I chickened out on the cleavage thing."

you can even see the look the queen has... You can tell she is really used to viewing the world exactly like that.
