Wouldn't this have been a private installation by the owner of the shopping centre? I thought Bell brought your lines in, and beyond that it was up to you.

in the states bell (at&T) still did premise wire until the early 80s, as well when they would bring your drop after the breakup, they would terminate to a 66 block so you werent digging around in thier stuff

the bix is a no impact block that doesnt wear out, as well it can be used for voice and data, the 66 block while some people use them for data was never certified
