The steel supports have ladders built inside them from the ground level until to the top. However, there's not much between you and the ground except a few bars and lots of air. Although it's not any more dangerous than walking on rickety scaffolding in high wind, the psychological effects of being so personal with the gaps in the steel is profound.

Wow, good eye. I never noticed the hinges until you mentioned it just now. Crap, I must have just missed my only opportunity finding Amelia Earhart, Elvis, and Kurt Cobain's real location in one night. Oh bummer, I should've noticed that (especially considering it's locked from the outside, which rules out the integrated ladder. It's almost as if it's to keep something from getting out than someone from getting in.
