The glow is from the red light you can see eminating from the top of the bridge in ordinary postcard photos of the bridge. The wind relentlessly assaults the tarp at this altitude, hence the many patches. Unfortunately, I could not find a (non-destructive) method of going above and actually straddling the peak of the bridge, but I decided I liked the paint fumes enough to stop worrying about it.
