Can't tell for sure but these appear to be multiple tap voltage regulators, the motor rotates a wheel with contacts on it that switch in more or less of the power resistors as needed. The "spokes" on the front are electrical contacts.

No its a thermostatically controlled disgronifiator.Positive grounding.
