Hmmm. I'm guessing it's a fuse panel, but it's unlike any I've seen before. Maybe a controller/timer to cycle the heaters on and off?
Got any other pics of it?

This was in the one storey shed.There was an elevator in the street house but one floor only,small and very far from that board.
