Did you have to get permission NickSan, or was it relatively easy to evade the patrol of the "armed coastguards"?

Its only the last few years people have been regularly getting permission. New York City Police Harbor Patrol is who patrols the waters around both islands, and yes they are armed.
North Brother is closely watched due to it's proximity to Rikers Island prison. Hart Island is watched even more because inmates are used for burial detail. They dont want anyone placing anything on either island that could be used to assist an escape or to smuggle contraband back to the prison.
And the city does not want the public to see how bad conditions are on Hart Island. Harbor Patrol regularly walks the island, we had to hide when they showed up.
Its still very, very difficult to get permission for Hart Island. It takes years of paperwork even when you have proof one of your relatives is buried on Hart Island.
Very few people have been there with permission to photograph the Island.
You will be arrested if caught.

...Damn. That's awesome. Or crazy. Either way, congrats on your accomplishment! You even managed to hide the bright red kayak. I am impressed and confused at the same time. Thanks for sharing your adventure with us, I doubt I'll ever be seeing it in person.
