That will most likely be a signal cable for a SCADA system http://en.wikipedia.org/wiki/SCADA similar to what we have here in New Zealand....pretty basic....you open the hatch or pass by a sensor and a light comes upon a board in a control room somewhere and they despatch a service personnel etc

Back on topic, O/D I think you need to scope this out a bit more, definitely try to see what that cable is. Looks more like network cable than phone to me. If it's a network cable use a laptop to download the internet.

It's a reservoir for the local water company. You cut that lock or tamper with that hatch in any way and it's a Federal offense. DHS will be involved due to terrorism concerns.
In short, not worth it. Look elsewhere.
