Since there's a ventilation outlet on top you should be aware of fumes if you do go in there. If you're inside and you feel lightheaded or nauseous then gtfo.

I'm not sure. I didn't notice it until I looked at the pic later. It looks like a rj12 (phone cord)

Maybe an alarm? There's a very similar padlocked steel door setup on sewage pumping stations on the Gold Coast (no, I haven't been in them, so take this advice as you see fit). Those ones are alarmed and their status seems to be routinely monitored, given the yagi antenna and the rather obvious red "caution" light. If/when you decide to go in, it may be an idea to open it, close it, then lay in wait outside the facility to see if anyone rocks up. Unlikely to be interesting, likely filled 80% or better with water, and messing around with entering it would bring some stiff charges. The presence of the electrical boxes means likely a small booster pump (2" to 6" discharge line) to help feed pressure in the local area. Nothing exotic, nothing large. This is the same idea as a water tower, but smaller and pumped instead of gravity feed.

But more than likely its a Lift Station, they are sewage pumping stations, pumps from another lift station a ways away pumps into it and then its pumps again further down the line. I bet there is a back board and power meter some were close by.
