I received an informative e-mail last night about this place. I assumed a brewery as it resembled other structures that were in the area and was in the Brewery district.
The e-mail states it was an ice house:

The old jail I had covered previously but I need to add the photos. It is a stone structure with some remainants of the past. The old brewery that he mentions that has the micro-brewery serves good food (mmmmm).
I will update the pages with more information as I get them in!
