I read an article similar to this this morning in the Tennessee Magazine. But, I didn't feel like typing it up.

Metal Theft Committee Files Bill

The General Assembly's Special Joint Committee to Study the Theft of Precious Metals on Thursday filed the bill it will introduce next session to combat the growing problem of precious metal theft in Tennessee.

Among other provisions, SB2400/HB2433, sponsored by Sen. Jim Kyle, D-Memphis, and Rep. Mike McDonald, D-Portland, creates new processes for sellers of catalytic converters, air conditioning coils and condensers, and copper.

"The Joint Committee worked diligently all summer to craft a comprehensive solution to this serious problem, and we feel we accomplished that goal," Sen. Kyle said. "It is our intent to move this bill as quickly as possible once session begins next year."

Under the legislation, all persons engaged in the scrap metal business would be required to register with the Tennessee Department of Commerce and Insurance. Scrap dealers cannot purchase metal unless the seller has a state or federally issued photo id and provides a thumbprint. Dealers are required to keep detailed descriptions of each individual transaction and cannot purchase metal from anyone under the age of 18. Dealers that purchase copper, catalytic converters, and air conditioning coils and condensers are prohibited from making cash payments to the seller.

"Copper theft has become a huge problem across Tennessee, and this legislation effectively addresses that problem," Rep. McDonald said. "These thefts are striking business owners, homeowners, and other innocent Tennesseans, costing them hundreds of thousands of dollars."

For example, Rep. McDonald said, he had heard of copper waterlines being stolen from homes and from plumbers' trucks; of copper wires being stolen from electrical substations; and of copper gutters being stolen from church buildings.

"I've heard of a public library that had to be shut down because thieves stole the wiring from its air conditioner," he said.

Committee members Sen. Steve Southerland, R-Morristown, Rep. John DeBerry, D-Memphis, and Rep. Jon Lundberg, R-Bristol, have joined Kyle and McDonald as co-sponsors of the bill.

That's a start to the "urban mining" problem.

When I was in Nor Calif in the 90's, the hot scrapper item was railroad communication line. It was tough to catch the thieves, so all the authorities could do was prohibit the dealers from buying anything that ressembled it, and fining them if they did.

a friend of mine was telling me that people are cutting catalytic converters off of parked cars in Burlington Vermont... they're started hitting the parking garages at the airport, some at the north end. Where the hell would you get rid of a sawed-off catalytic converter?

They have been trying to pass a similar bill in New Mexico. Those opposed say that many people sell legal scrap, and that a license is just another way for the government to charge them.

I buy a lot of junk at garage sales. For example, if you buy a broken electric lawn mower for $2.00, you can break it up into steel, aluminum and copper, and turn it into $12 or $15. I'm not going to get a license to do that.

Of course, I don't generally show up at the scrap dealers with 300 feet of electrical wire!

I have changed my personal exploring ethics code. From now on it will be: "Take only aimed shots, leave only hobo corpses." Copper scrappers, meth heads and homeless beware. The Jonsered cometh among you, bringing fear and dread.

here in New York state, say I have a junk car in my backyard and you need a cylinder head, alternator and whatever. Legally, I can't sell you any of that without having a dismantlers license (think salvage yard). It goes on all the time, of course, but every now and again, the state will pinch. A friend of mine went through this with a junk Cavalier he had on his lot. The state fined him $1500.

That's harsh! Never heard of anything that strict. Most localities will allow you to have 1 or 2 non-running or junk vehicles to do as you wish. Anything over that is a salvage operation. This is to protect someone who may have a parts car while restoring a classic.

We bring our shitty Catalyst's to a scarp dealer in another town. We got $100 for one! We just took the one off my truck, which was blown all apart on the inside. Some one stole a pretty nice length of copper wire from me a few month's back, I was pissed to say the least.

Laws aren't the solution, balls are. There are plenty of stiff laws already in place, but they need to be put to use.
See a thief, make sure they're arrested; too many people think that somehow they should ignore these crimes, and let "someone else" deal with it.

This law would help, but each person needs to add their own eyes and balls to stop these shitbirds.

Just when I thought I was out... they pulled me back in.

Here in the SF Bay area scrappers hit everything. They steel guard rails from along the freeway, plumbing out of houses for sale, statues/plaques, MY WELDING LEEDS & yes Cat converters. They steel the rolls of wire right out of P.G.&E. yards. scandalous!

Same. I'm surprised the ID requirement wasn't already on the books to be honest. Alaska has had it for as long as I can remember.

Last time I went to the salvage yard in Anchorage the guy after me came in on a bicycle with a backpack full of random scraps of copper tubing, pipe, etc. I figure he must've been diving construction site dumpsters or something, was kinda weird.

It is here. For our job, we had to scrap a bunch of aluminum walk-in freezers from an old food processing plant. We had to show personal ID and any company info. They did pay us all cash-$1700 worth.

These places need to use judgement and common sense when buying scrap. If a homeless looking tweeker dude comes in with a load of newish looking air conditioner coils in his shopping cart, a red flag should go up.

All the big HVAC contractors here have a scrap dumpster that get's picked up bi-monthly for recycling. In it goes all the old coils and other metal from renovations and upgrades. Same with big electricians and plumbers.

I've heard about that on the news here in Ohio too, about people getting cars in parking lots...Not even big parking garages, just regular parking lots next to the street.

And a friend of mine told me a junkyard I frequent will pay $50 for catalytic converters. Granted, either he's just full of crap, or that's the exception rather than the rule, as the yard isn't too picky about laws and such, they'll take a car without a title without asking for ID or anything.
