| | | Chernobyl Today Chernobyl was a very old town, first mentioned in official records in 1193. In 1362, it became part of the Grand Duchy of Lithuania. In 1569, it was given to the Polish realm, but not until after the second partition of Poland in 1793 did it fall to the Russian Tsar. In 1918, Chernobyl became part of the Soviet Union and was declared a city in 1941. Since the end of the Soviet Union, Chernobyl has been located within the national boundaries of Ukraine. The town is located in the north of Ukraine, 15 km from the border with Belarus. It is in the region of Kiev, close to where the Pripyat River flows into the Kiev reservoir of the Dnepr. The inhabitants of Chernobyl traditionally made a living from shipping on the Dnepr River, iron smelting, minor agriculture and the production of arts and crafts. The nuclear power station, located on the edge of the Pripyat River 20 km out of town, was built between 1971 and 1977 and was Ukraine’s first nuclear power plant. The first reactor became operational in 1977, generating a power output of 1 gigawatt. By 1983, the plant had been expanded to include four reactor units, generating a total of 4 gigawatts. Two further reactor units were planned for construction. Before the accident, the area that is now a ghost town was home to 18,000 inhabitants. In the first four days of May 1986, 161,000 people from within a 30 km radius of the ruptured reactor were evacuated. In the following years, another 210,000 people were relocated. The exclusion zone was extended to an area of 4,300 square km. Due to their adverse economic situation, approx. 1,000 people from the surrounding areas returned to the exclusion zone, which still has unnaturally high radiation levels. Almost immediately following the clean-up of the plant, the three reactor units that were still functional resumed operation. In 1991, reactor unit 2 was closed down following a fire in the turbine hall. At the end of 1997, unit 1 was shut off, and on 15th December 2000, unit 3 was also closed down, permanently ending operation of the power station. In 1995, Ukraine had requested $900 million from the G7 member states to permanently shut down the Chernobyl plant. In 1997, Ukraine and the European Bank for Reconstruction and Development agreed on a Chernobyl Shelter Fund and matching Shelter Implementation Plan to finance the building of a permanent containment enclosure, a so-called sarcophagus. Only with this in place was it feasible to close down units 1 and 3. Since 1986, the ruptured reactor in unit 4 has been contained by a temporary sarcophagus. This isolates the destroyed reactor with a thick mantle of steel and concrete. The sarcophagus is designed to contain the reactor’s heat and radiation, because on the inside, not much has changed since the meltdown. Of the 190 tons of reactor core mass, an estimated 180 tons are still there, in the form of dust and ash, molten and hardened fuel elements and as washed-out liquids in the reactor pit and foundation walls. As the existing sarcophagus is not adequately protected from erosion, corrosion and earthquakes, a more resilient sarcophagus has been planned to be built on top of the old one. In preparation for the new sarcophagus, the roof of the existing one had to be reinforced and the ventilation system improved.

Bummer wouldn't have thought. But also not surprising. Bringing a GPS into Russia without the proper permits will get you into jail no problem. The old Soviet paranoia seems to be alive and well

Well, that may be the case, but certainly others (including some from this site) have managed to take photos while at Chernobyl. I suspect that 'law' may be a scam to get the tour companies to charge you for photos.

I wanted to post up to let anyone who is thinking of going to Chernobyl know that the best way to get a tour is to go straight to the agency that gives the tours-- the agency is Chernobyl Interinform, and the woman who led our tour (and gives most of the tours) is Kiscelitsa Rimma. She's a wonderful woman who, due to the state of the ukrainian economy, makes what would amount to pocket change in the US, and so i promised i'd try to let other people know about the tours. (her agency is the only one that is actually handles tours, but it's still such a niche thing that they don't get all that much business.) She's been doing this a while and has taken several UE-interested photographers along, so if you tell her you're mostly interested in getting photos she'll try to work with you and get you some good shots. (Although she does get kind of nervous when you start leaning over the edge of abandoned high-rise rooftops to get shots.) When i did it, I paid a separate travel agency in Kiev to hook me up with the tour, because that's what i'd read in a guidebook and thought i had to do, but the travel agency just ended up creating extra expense and headaches, and basically all the travel agency does is charge you a bunch of extra money to fax your name & passport # to Chernobyl Interinform, which you can just do yourself. The travel agency also charges you extra money and arranges a driver to take you from your kiev hotel to Chernobyl, but when I talked to Kiscelitsa she said there was no reason to go through the travel agency, as she can arrange the reservation and a driver from your hotel and everything without the headache of dealing with a kiev travel agency that won't return your phone calls once you've paid them. (also Kiscelitsa speaks much better english than anyone i talked to at a travel agency). Ukraine overall is a really beautiful country with a a rich and bloody history, so definitely a cool place to visit. |
When you go on the regular tour you are allowed to take pics of Pryapit (however that's spelled) which is a fully abandoned tow, the landscape of the exclusion zone, etc. You can also take pics of the abandoned cars/trucks/helicopters/etc that were too radioactive to be used again, however you are supposed to stay on the road and if you cross the fence to get close-ups you will probably get yelled at by the driver, or maybe by the soldiers that occasionally drive by; however you can get some nice shots before they yell at you to get out, depending on your luck. If you planned it ahead of time with Kiscelitsa or someone else, you might have more access to that sort of thing. what you are NOT allowed to take pics of is the reactor itself, if i recall correctly it's because some of the reactors are still active. from some vantage points, you are able to get shots of the giant shell that was put around the melted reactor, however you can't get the cool up-close shots of that that would really give the sense of the place. And it would probably be very difficult to get permission to get photos of that... however at least one photographer has gotten that permission to get close, adn published a book with lots of photos a couple years ago. Good luck and it's definitely worth the trip.
