MCV does have a very extensive tunnel system. I've seen the master tunnel map, but I can't recall if the tunnels go as far as Rhoads. Its quite funny, really, because the exit in the capital looks just like a closet door, from what I have heard. Up until September 11th, according to a rumor from an older friend, one could simply walk into the capital. There's a locked gate (see the above picture) separating the two, along with a CCTV camera monitored by the Capitol Police. The MCV tunnels may be safely explorable, but the Capitol tunnels are definitely not.
