I'm guessing you should buy a hook, a propane torch will take a year to heat rebar. An Oxy-Acetylene outfit would be the way to go, they're cheap $300 for a little one, and not that $30 hardware store one that runs out of 02 in 5 min. A vice and a good hammer would be nice. And a welder and a guy who knows how to use it. I know a guy who made a rebar ladder and one of the rungs fell off because he was just learning with the welder. The design was superb, but the weld penetration wasn't. He has become much better since, but do you want to trust your life to a poor weld? If you don't have any of the above equipment and have not been using it for a few years and build this anyway........Best of luck to you, you'll need it. I'm not trying to discourage you, but I have seen a few posts by people that talk like they read this stuff in a book and never actually have done it. I'd just hate to see someone get hurt. And yes I do have this stuff and have been welding for over 15 years.

This is a very good point. Welding is a skill you have to develop. If you've never welded before I would strongly recommend doing a lot of practice on metal "coupons" before you actually try to do any projects or you're going to waste a lot of supplies and end up with a lot of ugly/weak welds. Even adjusting the flame on an OA torch to heat metal takes practice.
