That's because in most instances, the (new) property owner assumes legal responsibility for any environmental contamination and cleanup expenses, and factories or even something small like a gas station have a tendency to contaminate the soil. While it's far from the only reason that a lot of factories are hesitant to open in Detroit, especially in areas that have been zoned for industrial use for many decades, it's a big factor.
