That sounds like an intense situation. Glad you all made it out of that, I wonder why they didn't have the po's come with the fire department? Good times and good find. I haven't been as active as I should be with this kind of thing.

Educated Guess: LAPD or LASO were requested at the time FD was dispatched, but were busy on higher-priority calls (a drunk passed-out on a sidewalk would be a higher-priority call for LE, because it
could be someone who was just shot & the criminal is still around). Depending on the situation, sometimes FD/EMS will choose to "stage" (wait for police to show up & declare the scene safe enough for fire/EMS to approach), other times, FD/EMS will decide the situation is likely safe enough to handle without PD, *or* sometimes they'll decide that while they're prefer LE to check the incident out first & be there to provide safety & security for FD/EMS, they can't/don't want to just sit-around for 20 or 30 minutes until a LE unit is finally clear of their prior call & can be dispatched to the one FD/EMS is staging at!
It's scary at how overwhelmed/under-staffed a lot of LEAs are for most of the day & night, and it sucks for FD/EMS because they want to get there fast & help, but policy mandates them to wait for LE to get there first & then clear FD/EMS to approach. FD/EMS gets blamed for the long delay in arrival by the public...
