Has anyone stopped by lately? I heard it has been "shut down" to visitors, but I was planning on hitting it up in a few weeks while visiting Philly. Still fairly risk-free?

Yeah, go for it. It's not really a shut down spot. Hot it up. Graffiti bridge is a little cooler, but you have to be a prince for that shit.
