I think you're right on the MiG-23, my first though was 21, but then the air intakes are different.

Yeah, MiG-23 for sure. Ex-Polish Air Force from the roundels on the tail, the Poles stopped using them in '99, so it's likely been sitting for a while. Great find! I wish we had old warbirds sitting around at small airports here in the US...
