Yes, but there is no rolling blackouts in Ontario as you said.

Hydro issues can be fixed easier than oil issues.

We don't have rolling blackouts because there are more than enough plants with the potential to produce more electricity than needed, so they idle plants more often than you would think. We have one plant with 2 gen stations, and over the past year, even on 100 degree days, they've had one gen station idled.

In the US and Canada there is somewhere excess capacity that can be traded within reason (once again its in reason thanks to Enron's epic fail)

You pay for your own power, yes IF there are problems then the power will be out for others, BUT the time for charging your car is at night, not a peak power usage time. (And yes, it's like a fridge, or another appliance). And I don't remember any rolling blackouts for the entire 30 years I lived in Ontario.
