I've seen something similar used to grab telephone poles and logs here in Canada, but not in this circular arrangement. I think electomagnets are usually used for grabbing stuff of the metallic variety, but I'm no expert in the field.

From the looks of those "fins" that come off the sides of the claws, it would create a shallow bowl when fully closed.

These can be used for scrap handling but by the looks of where it is I'd say they'd used it for handling coke or ore. And yes, we use these in North America.
